Turkmenistan only has one style of long license plate, which I presume is issued by a central authority – which means that the many 4WD’s on the road require an extender bracket. For every officially issued identity card/ration book/license plate/… who has the right to create? And the diversity of designs supported by these authorities?
As well as reflecting the identity of its owner – are driver customised license plates also a symbol of the state devolution of power?
