In Shanghai many pharmacies sell a variety of cigarettes along with prescription drugs. A clever strategy, they can make you sick on cigarettes, and then fix you with the drugs.
Your picture is obviously taken from a very small town where the population cannot support many stores specialising in different things.
Also in Shanghai, no grocery store goes without a rickshaw man out the front selling fake DVD’s.
